The Compete Caribbean+ Pillar 2 Call for Project Concepts is a regional initiative designed to strengthen public governance systems and regulatory frameworks that support climate-smart, gender-responsive, and inclusive private sector development across the Caribbean. The programme is implemented by the Inter-American Development Bank through the Compete Caribbean Partnership Facility, with support from international development partners.


The primary purpose of this call is to address critical gaps in governance, policy, and institutional capacity that limit the private sector’s ability to adopt climate-smart practices and contribute to sustainable economic growth. The programme focuses on enhancing public sector capabilities to design, implement, and enforce policies that encourage climate resilience, environmental sustainability, and inclusive economic participation.


Key objectives include strengthening public governance frameworks, building institutional capacity, and promoting the development and implementation of climate-smart policies and action plans. The initiative also emphasizes gender equity and social inclusion by ensuring that policies and programs support women, youth, and vulnerable communities, while encouraging private sector participation in climate action and sustainable business practices.


Projects supported under this call are expected to deliver innovative and transformative solutions that improve regulatory environments, foster public-private collaboration, and stimulate investment in green and blue economy sectors. Participants benefit from both financial support and technical expertise, enabling them to refine project concepts, develop comprehensive proposals, and implement impactful initiatives over a multi-year period.

  • National government ministries and public sector institutions

  • Quasi-government agencies

  • Business Support Organizations (BSOs)

  • Regional organizations

  • Public-private partnerships (must be led by a public entity)



Eligible Activities
  • Development or reform of climate-related policies and regulations

  • Institutional capacity building for climate governance

  • Climate-smart business frameworks and incentives

  • Public-private partnership development

  • Green and blue economy initiatives

  • Gender-responsive policy design and implementation

  • Climate adaptation and mitigation strategies



Funding & Terms
  • Up to USD $200,000 per project (non-reimbursable)

  • Covers up to 80% of total project cost

  • Requires minimum 20% counterpart contribution (cash or in-kind)

Includes: Technical assistance for proposal development
                Support from consultants and IDB specialists

  • Project duration: up to 24 months


Applicant Requirements
  • Must be led by a public sector or quasi-government entity

  • Must align with climate resilience and sustainability goals

  • Must include gender-responsive and inclusive approaches

  • Must submit: 

1. Project concept
2. Budget and implementation plan
3. Government letter of request
4. Commitment from lead entity

a. Concept Submission: March–April 2026

b. Selection Announcement: June 2026

c. Proposal Development: July – September 2026

d. Project Implementation Start: Late 2026

e. Project Duration: Up to 36 months
